Is there a way that I can set up specific user access controls to the internet? (such as only allowing a user to
access a certain web page?)

If your using IE, you can enable Content Advisor. I have used a littel in the past to do what you want, I would suggest you read the help file on it to get a good understanding of it
 
All solutions that you can imagine are not user-specific.
Content Advisor suffers as you would need to specify all the exclusions, a tedious chore.

More directly, you can admit of only a few:
But this is not user specific without some tedious registry coding at logon.
