Can someone tell me how to set up textpad for Perl please?

What do you mean "set up" ? If you just open/create a file with the .pl extention, doesn't it detect and highlight accordingly? Are you looking to make it do more than that?

Configure, Preferences, New Document Class, It's fairly straight forward from there
