You will find that only admin users can assign admin rights so to answer your question, yes you have to be logged in as the admin user to grant admin rights via NWAdmin.

Or as a user who has equal rights as the admin.
But, are you sure you need to give full admin rights? There are levels of access you can grant to let your people do things, like create new users maybe, that do not need full admin rights.

I created an account called 'abc def arclogin' but cannot authenticate with Netware using this account so I tried making it admin but this did not work. In the end I had to rename the account to a shorter 'arclogin'.

You should not put spaces in any object name because NetWare does not cope with them well. You should always try to keep usernames down to 8 characters maximum.
