Setting Permissions On Recover Deleted Items

I was wondering if it is possible to set permissions so only certain people can recover deleted items in Outlook. Would I have to create a seperate mailbox store?

Recover deleted items is done within client so the client has the permission to restore only their own. Is that not what you want to do?
 
Well actually, what I would like to be able to do is block certain users from recovry, but still let Admins recover files on their machines. Also I would like to be able to restore other peoples deleted items to a folder on my machine, so if they loose something and call me I can just find that one message and forward it to them. That way I wouldn't interrupt their work.

Nope. All or nothing.

If they want an email, they HAVE to go to Deleted Items, Recover Deleted Items and get the one they want.

You can't hold their hands for ever. Let them stand on their own two feet.
