Setting PCL command for command shell printing in NT 4

I have a problem on an NT 4 server when printing from a command shell or dos app the printer just blinks and no document is printed. If I print a document through windows while the dos document is "stuck" in the printer both documents print fine. The printer I am using is a LaserJet 1300. I have tried all available drivers on the HP site (Postscript,PCL5e,PCL6) with no luck.

Someone told me that I have to issue a PCL command for Form Feed when printing in command shell. Is there a way to set and save this setting so the command shell and my dos application print properly?

I think the printer will automatically form feed if it doesn't receive any data for 90 seconds. What happens if you wait 90 seconds or more?
