Setting Environment Variables with DOS

How can I set an Enviroment Variable using DOS and have it saved? In 98 I'd write to config.sys but I'm not sure how it works with 2000.

Right-Click "My Computer"->Properties
Select the "Advanced" tab and click on "Environment Variables"

The top pain is user specific vars and the bottom one is system vars.
 
I need to use DOS as i'd like to add it to a netware login script.

In NT4 there was a Config.nt file in winnt/system32 that did the same as a config.sys for setting DOS environment stuff...
Don't have a win2k machine here to see if it's still there, but worth a quick look.
