How do you set up a wildcard (catch all) account in exchange 2000?

you don't.
Just set all NDR's to one account (admin or postmaster or whatever).
All non deliverables will go there then. If the answer is here, mark it, others can benefit from it too.

Excuse my ignorance but wouldn't doing it this way be generating a NDR to the sender? What I am wanting is so that they do not get this and I get a copy of the email.
 
No, that's not what I mean, you should indeed disable NDR's all together (spammers use that).
What i mean is all non-deliverables (the one with no account), to send them to the admin or so.
Or, do you mean you want ALL mail? In and out? If the answer is here, mark it, others can benefit from it too.
