Set open in explorer as default action for flash drive 1

When I insert a flash drive into an XP Pro machine, I am prompted with the "What would you like Windows to do?" box. I am not given the option to set my selection of "Open folder to view files" as default. (Basically, the open (file) explorer option. I've seen systems set up to open in explorer for CDs and Zip disks but I think that was set up based on the always take this action.)

Is there a way I can set something so it always chooses "open folder to view files" for a flash drive or all flash drives?

Looks like you might need to set the option for the various types of content.
