Type sc /? at the command prompt for a list of options for the server service.
What services are you refering to? If you are meaning services such as DHCP, DNS, WINS, then use add remove programs/windows components to add services like these. Administrative tools provides consoles for configuring them. If you want to stop/start/edit other services as to how they start then right click "my computer", manage, services and applications.
