Is it true that you have to reinstall all the service paks if you add a service?

It's not a bad idea. In some cases, there might be a fix in the Service pack for the service you added.

The advice that I have always heard is....

If you install something.... Hardware or software and it asks for the NT disk then you need to run the service pack again.
 
Good advice. You only need to reapply the latest SP, not them all.
