Is there a way to report or log who has been service observed? Or who service observed another?

It's been a while - but I believe there's a field in the CMS somewhere that you can report on if write your own reports. You'd have to check the documentation for the exact location though.

It might be possible if you activate agent trace on CMS, but I'm not even sure of that ..
Else, I don't really think it is possible

If you have CentreVue Explorer or Nice Analizer you can report on it in there. This info is available in external call history (data feed used by CentreVue Explorer and Nice Analizer)
