Service Error 997

I am trying to install MS Virtual Server on to my SBS server. The installer needs Windows Installer 3.0 running. I have installed the installer package but when I try to start the service I get the following error.
Code:
 Could not start the Windows Installer Service on local computer.
Error 997: Overlapped I/O operations is in progress
How can I find out what the other I/O process so I can stop it.

In the event viewer for system
Error ID 7023 but dosn't give any information.

When frustrated remember, in the computer world there is almost always a backdoor.
 
A reboot will probably resolve this for you, though I would offer that running VS on SBS is a bad idea.

VS is very memory intensive and SBS is optimized to get everything it ships with to run right.

I have rebooted the machine twice + one in safemode no luck. I know its intensive but I have 4 GB on the system just looking to run Server 2003 to test out sharepoint v3 since it will not install on SBS
