Service Control Manager problem

I've just formatted the volume C. After restart I get an error. In event viewer I have:
"Not enough server storage is available to process this command.
Source Service Control Manager"

From Control Panel-> Server I get the same message.
On my C volume I have now 1.5GB free.

How can I solve this problem ?
 
So you formatted and reinstalled the OS right?

What event id number is logged?
Did you load the right drivers for your hard disk controller?

P.S. Please always take the time to backup any and all data before performing any actions suggested for ANY problem, regardless of how minor a change it might seem. Also test the backup to make sure it is intact.
