Service and folder permissions using Active Directory 1

I have multiple PCs with similar file structures. Each of these has a folder named ETPrize that contains an application (also running as a service). What I need is a way to allow the logged on user (who does not normally have permission) to stop the service and run an update that overwrites some files in the folder. Can this be done using Active Directory or is this something better suited to a login script?
 
Sorry it has taken so long to get back. That is just what I was looking for. Not working exactly as i need it to, but definately where I need to start looking.
