I have tryed to install the Symantec VPN server (former called Axent) without the firewall on a Windows 2000 server. The problem is that after installing I cannot access the server for browse and printing any more, even if it is responding at ping. I have looked for the neccessary windows services (like server service) but they are disabled. Do you know how can I keep these services alive and the Symantec VPN running on the same machine?

you can't do this. the firewall kills the server service as well as severall other services because if they would run on the firewall you would have a big security breach. remember, never run file and print services or anything else on a firewall. keep them separated.
