Server only allows remote desktop connection after local login

I cannot remote desktop to a certain Windows 2008 R2 64bit server if I have not locally login to the network. It seems that all network connections only becomes available several minutes after local login. Sometimes it is required that I reboot the server via remote desktop, but cannot connect once the server is up again. I can however ping the server. After local login the network connection icon shows that it's searching for a connection. Blue circle appears on network connection icon for minutes.I have also seen this on some Windows 7 64bit computers
 
First thing I would try would be to turn off the Power Save Feature of the LAN card in the Device Manager and see if when it goes to Sleep it isnt shutting it down.

Just checked the settings - not enabled
 
Solution:

Symantec Endpoint Protection Network Threat Proctection was causing this. Remove this and it work.
