server doesnt have permission to browse own domain

Another question for the pot.

I am having problem with browsing my network.
here are the issues.

one server can't browse the domain. The error is "It doesnt have permission". It DOES have permission it is part of the domain infact it's a DC and it has exchange it replicates data to the other remote sites fine and it and everyone else can ping it. The funny thing is it can browse a external (NT4) domain.
The other server on this site can see each other but cannot see this server. Also they can not see anything outside this site I.E my other sites that are part of this domain.

Does win2003 not allow me to browse the entire network or something.

I have two DC's here and two DC's on the other site every one of them is a GC.

I have seen a similar issue where the time/regional settings between DCs did not match up. Check that they have the right date and time.
 
Also Check DNS to make sure that is working properly.
 
Besides what llevon and dberg have mentioned,I have seen this behavior when File and Printer Sharing/Client for MS Networks disabled on the primary network interface to which DNS is bound to (on multi-homed machines)
