Server Busy

When I try to open a webpage in frontpage 98 I get the following message:

Server Busy

This action cannot be completed because the other program is busy. Choose 'Switch To' to activate the busy program and correct the problem.

When I do this there's an exception error and the program closes down. Can anyone help me please?
