I'm going to upgrade some servers from 2008 to 2016 clean install, the servers are domain controllers and file server, is it possible to use the same name and ip when I turn off the old server, what's recommended in this case since many services will be pointing to the old name and IP

Yes you can use the exact same name and IP in your upgrade servers as the old 2008 server.
You will need to run dcpromo on any 2008 server you are removing from the AD which is a prerequisite to upgrading each server, if dcpromo finishes your good to go. Possible you will need to manual remove any server which does not dcpromo gracefully, which is a bit more involved, Microsoft has a paper for this. After a successful dcpromo, restart the server involved, then uninstall 2008, reboot, install 2016, promote them back in AD.
To be on the safe side, even with a successful dcpromo, I would follow Microsoft's paper on manually removing an AD domain controller, checking all areas in AD which refers to demoted servers before installing 2016, and dcpromo-ing to join AD once again. Bit intimidating but it not that bad, second time you do it ,it will be a breeze. Between each server upgrade run DcDiag /v and NetDiag /v, correct any errors before moving on to the next server to upgrade. Been awhile, you may need to run ADprep, not sure.

By "clean install", it is not necessary to wipe the drive/array as in a format, you only need to remove the servers involved from AD, uninstall 2008, install 2016 and promote the servers back into the AD.

This really isnt hard.
As stated, build the new server, get it all patched, join the domain, install roles, make it a DC, demote the old server and remove from domain.
Make sure you check the domain health before and after usng dcdiag etc.
