Server 2000 Add/Remove Programs Buttons Grayed Out

I'm encountering a problem I don't know how long has existed. When I go into Control Panel, Add/Remove Programs in Server 2000, the list of programs which are installed doesn't show up until I scroll down a full page. The top section is blank. I've never seen this before. On top of this, when I want to uninstall a program, the Change/Remove buttons are "grayed" out for me. I'm an Enterprise Admin so I should have all the rights I need.

Any clues on how I can fix this? As additional information, I had to replace a 36GIG disk out of my RAID5 disk array on that station about two weeks ago. Went fine with no errors. Dell shipped me the new one, I threw it in, rescan the disk and it automatically started to rebuild itself so it could align with the other two disks I have on board. As I got no errors, I figured everything went fine. Could have the rebuild of the new disk corrupted some files? As mentioned above, I don't know how long this has persisted. This is our domain controller and apps aren't normally added to this station so I'm not in Control Panel, Add/Remove Programs a whole lot/often.
 
I have the same issue and no real clue yet. I have been told that it could either be a virus but norton didn't find anything, or it has to do with a hotfix from microsoft that needs to be rolled back. I'm still waiting for an answer and I'll post if I find anything. This is a relatively new problem and I'm suspicious of tyhe microsoft patches since I recently updated the server.
