Serious problems with 2000

Ok..I'm have multiple problems with my DCs. It seems that none of them are replicating and they are all having problems finding a Global catalog. There is a Global catalog, but only 1 of 2 servers see it.

I recently unpromoted my FSMO..eveything replicated off to another DC fine...but none of the other DC's see the change. They all still say that DC1 is the FSMO..but it is not even a DC anymore.
Help!! I realize that this is monumental, but I'm in serious need of some help and I've reached the end of my rope.

Have you tried to manually force replication?

IS that where you go into sites and services, click on ntds and click on replicate now? If so, yeay, i tried that. I get a lot of target account name incorrect issues with that.
 
Have you checked your log files to see what messages you get there?

In the event viewer? I get tons of different errors

Event 16650

The account-identifier allocator failed to initialize properly. The record data contains the NT error code that caused the failure. Windows 2000 will retry the initialization until it succeeds; until that time, account creation will be denied on this Domain Controller. Please look for other SAM event logs that may indicate the exact reason for the failure.

NTDS GENERAL
Event 1655

The attempt to communicate with global catalog \\bse-tch-51-51.student.sisd.net failed with the following status:

Access is denied.

The operation in progress might be unable to continue. The directory service will use the locator to try find an available global catalog server for the next operation that requires one.

The record data is the status code.


NTDS REPLICATION
Event 1084

Replication error: The directory replication agent (DRA) couldn't update object CN="NTDS Settings
CNF:bcb48a3f-f7fe-48a6-835d-84786722d116",CN=SOM-TCH-51-51,CN=Servers,CN=Default-First-Site-Name,CN=Sites,CN=Configuration,DC=student,DC=sisd,DC=net (GUID bcb48a3f-f7fe-48a6-835d-84786722d116) on this system with changes which have been received from source server 8329e972-76fd-469f-b863-d8bc87f2a620._msdcs.student.sisd.net. An error occurred during the application of the changes to the directory database on this system.

The error message is:
There is no such object on the server.

The directory will try to update the object later on the next replication cycle. Synchronization of this server with the source is effectively blocked until the update problem is corrected.
If this condition appears to be related to a resource shortage, please stop and restart this Windows Domain Controller.
If this condition is an internal error, a database error, or an object relationship or constraint error, manual intervention will be required to correct the database and allow the update to proceed. It is valuable to note that the problem is caused by the fact that the change on the remote system cannot be applied locally. Manually updating the objects on the local system in not recommended. Instead, on the source system (which has the changes already), try to reverse or back out the change. Then, on the next replication cycle, observe whether the change can now be applied locally.
The record data is the status code.


There are more. This is happening all over the plave. Everytime I try to trouble shoot one of the events, I get nowhere.
Any ideas whay could cause all of these events? Is there a common factor?
