Serial Down Problem

Our ISP reckons there is no problem with the line, but serial remains down...

here's the config;

Try debug ppp negotiation and give us an output. But since you have both serial and interface down, there must be problem in hardware or line. Check your cable if it is plugged right. Are you getting clocking right? Also you are using PPP - direct serial connection - your ISP should notice you are not picking up the line...

Unless hardware problems are eliminated, LCP will not come up... and if LCP won't come up, so would NCP.

Since you get the "Serial1 is down," it must be
a layer-1 problem between the router and the modem.
Have you tried the "show controllers serial 1/0"
command? This shows many aspects on the serial interface,
most are useless, but near the end of the output,
you should see a line something like this:
DTE V.35 serial cable attached.
This verifies that the right cable is used,
and plugged in the right interface...
What does the indicators (LED's etc.)
on the modem look like?
Anything that could indicate something wrong there?

If you're not seeing DCD or DSR from the modem/DSU/CSU, the guys above are on the button. Layer 1 problem - serial cable unplugged, faulty interface on the modem, or similar.
