That is a pretty wide open question. For small SCNs we used many types of connections. Most small SCNs we used an external site to site router VPN over the internet with static IP from the provider.
Yep a bit of an odd question. The key aspect is that each of the IP500 in a SCN need to be able to route to each other. You could connect two IP500s directly to each other with a single patch lead which would mean no router or switch but more commonly you would connect them via some sort of WAN, be it a SD WAN or VPN WAN or any other kind of WAN. While technicality the IP Office could be a router between to networks, I would never use it that way I would always use networking gear to build and manage a WAN.
I use LAN1 into a router, the IT person provides me a dedicated tunnel to all the sites. Each site has a gateway address, plus their own network addresses for each site.
Example gateway and IPO
192.168.3.1 and 3.10, VM pro pc 3.20
192.167.5.1 and 5.10
192.168.6.1 and 6.3
Each site needs to be able to ping each site and all ports should be opened up on the dedicated tunnels.
Manager at each location should be able to see all sites.
