Sender ID Framework????

Does anyone know if the Sender ID Framework is going to come out anytime soon? Otherwise, are there any freeware apps that you can add onto Exchange that will require a verification from a first time sender? I'm just looking for other SPAM fighting solutions and thought this is a great place to ask.
