I guess I grew up differently. In our office, we answer every call. Even when we are taking calls, we ask the person we are talking to to "please hold on a second", and answer the next call. We don't make the held person wait for more than 30 seconds, but we answer every call. Voice Mail is used when we are not here. Proper etiquette and basic professionalism should be the norm. Customers appreciate that.
