When I right click on a picture I get a menu of options. One of the options allows me to send the picture to various locations. How do I edit that menu of locations?

I don't think so, because of the way Vista uses some old XP folder names (and locations) for compatibility with older programs. It is not possible on this Vista machine anyway.
The XP method you mention tries to open this file, C:\Users\Usernamexxxx\SendTo, but access is denied by default.
The Send To menu is located in a different location in Vista than XP:

[li]Hit the Windows key on your keyboard[/li]
[li]Type in shell:sendto and hit Enter[/li]
[/ol]
The Send To menu folder is actually located in: C:\Users\<username>\AppData\Roaming\Microsoft\Windows\SendTo
So you could have typed that in or also: %USERPROFILE%\AppData\Roaming\Microsoft\Windows\SendTo
The shell:sendto command provides a nice quick shortcut.
