SEND TO Menu Option in MS Office Missing 1

How do I activate the SEND TO built-in menu and its component "MAIL RECIPIENT AS ATTACHMENT" in Office 2002? Some machines have it automatically upon installation while others don't. In Excel for example, I tried customizing the toolbars by adding "MAIL RECIPIENT AS ATTACHMENT" to the File Menu. It did attach but the option is disabled. You can use "MAIL RECIPIENT FOR REVIEW" and this works fine but this requires the file to be saved prior to sending it. We are using Lotus Notes as our mail server and we have defined it as our Internet Explorer's e-mail program.
 
Have a look at the ....\Documents and settings\Sendto folder.

Under Windows XP normally there will be a Mail Recipient option in the SendTo menu when you right click on a file. This option opens the default mail program and sends the file to a person you specify. If this SendTo option is missing you can replace it by doing the following: Open Notepad and save a blank (empty) file with the name (no quotes) "Mail Recipient.MAPIMail" in the directory (no quotes) "C:\Documents and Settings\{username}\SendTo\". When you do that the option should again appear in the SendTo right click menu.

Thanks Gavin for your reply. But my problem is in Office. I get the option in Windows but not in Excel or Word. We used to get the SEND TO MAIL RECIPEINT AS ATTACHMENT option while working in Excel without necessarily having to save the file first.
 
Just look at these settings:
Open word...
Tools->Options->General tab...
In that check 'Mail as attachement'.
Say 'OK'.

I got it with the help of your persistence to share the best from your side. I just needed to put in the WIN.INI the following lines as your link advised and it worked without having to register them. A million thanks to you.
