Send To: Mail Recipient not Working

Hello, I am having mapi problems I believe. When right clicking a file and selecting Send To: Mail Recipient the expected new email message doesn't open up. In fact nothing happens at all.

I created a new Send to in the SendTo directory under my profile with the following Target syntax... "C:\Program Files\Microsoft Office\OFFICE11\OUTLOOK.EXE" -c IPM.Note /m %1

This works but when sending photos, I no longer have the option to reduce the size of the pictures.

Is there something I can add to my newly created SendTo file that will initiate the picture size "reducer"? Or is there something else I can try to get my original SendTo file to work?

yes it shows Outlook. If I change it to Outlook Express and try to right click on a file and choose Send To it opens OE. But we have an Exchange Server so I use Outlook. any thoughts? I think I've tried 1000 things to no avail.
 
yes I have run fixmapi and I "think" I remember running a repair, regardless, I am running another one now. Do you know what the current mapi32.dll file specs are? I have this... Does this look current for Windows XP Pro SP2?

ya the repair just finished. I opted to resyn the entire mailbox and still the Send To Mail Recipient does not work. I think I might just back up my stuff and reimage this computer. I do have a nice image for this particular laptop. I'll wait a little bit for any other suggestions. I'm not proud. Microsoft beat me again ;)
 
One more try that sometimes works for unknown reasons - set Outlook Express as the default mail client. Open it, use it, etc. Then, go back to Outlook & let that reset itself as the default.
 
Ya I tried that to no avail. I ended up reimaging the laptop, all is fine again... for now anyways. Thanks for all your suggestions.
