Security options grayed out OE

I have a user who needs to all attachments. Outlook Express has removed them (I know virus etc.). The problem is that the Security Option that would allow you change that feature is grayed out. I know I have done a registry hack to change this before, but I am unable to find the change I made anywhere. Does anyone know how I can allow the user to allow Outlook Express to display blocked attachements.

Or, you could modify the unsafe file list.

Please always take the time to backup any and all data before performing any actions suggested for ANY problem, regardless of how minor a change it might seem. Also test the backup to make sure it is intact.
