Security event 577 SeIncreaseBasePriorityPrivilege Failure

i am in charge of updating all of the PC's running w2k Pro to SP2 and IE6. on the machines that i have update i am starting to receive Failures in the security event log with the ID of 577. We had been getting a 578 failure but only at login. Nonetheless i have been able to reproduce these failures consistently by just opening windows explorer from the quick launch bar. Also Excel and IE6 will cause this failure frequently. I actually know how to fix this, but i do not konw what is causing the failures. Is it something from SP2 or IE6?? I have tested the fix, by just giving domain users the increase scheduling privilege. is this a good idea? any help appreciated.
