secondary windows on internet 1

i can't get my computer to bring up secondary windows while on the internet. for example when at yahoo.com i cant click and go to a new link i just get a blank screen can anyone help me?

The REGSRV32 command registers DLL files in the windows registry, allowing them to be accessed properly by the system.

The URLMON.DLL file controls how URLs (web addresses) are accessed when they are clicked on. If this file is not registered properly, then these links no longer function in Interet Explorer, Outlook Express, Word, etc.
