Secondary DC or AD Tool

Hi, I just want to ask which is the best practice or which is better....

Here is the scenario, we have our existing domain controller, and we are planning to move to a diff. location and we cant turn off the existing domain controller, for production reason and we are 24/7 operation.So what we have in mind is to have a secondary domain controller, then promote that to a primary domain to the once we are in the new location, so still its like we are still have the same primary domain, is this an advisable set-up , please correct me if i got some of terms wrong...thanks :D

 
Before the move I'd backup the whole machine to tape, freeze any changes to AD / the box and then restore on the new DC.

Ideally you'd setup a VPN or something between the two sites, bring the other machine up as a DC, move the FSMO roles over and then demote the original server, but if it's not possible then the backup option would probably be the best.
