Search public DB timely and save in MS access

Hi all,

Is it possible to write a client-side program that would automatically search a public database (such as GenBank) once a week, and save or update the result into a MS access database. I am not sure I should post it here. If anyone knows in which forum that I probably could get the answer, please show me tha way.
