Search for files or folders

I've got a customer who isn't able to go to Start->Search->For files or folders. He just doesn't get the search screen. When I right-click on the harddisk in the windows explorer and I choose "search", nothing happens either. When I press "F3", I get a search bar in the left of the explorer. When I press the windows key and the letter "f", only the start menu is displayed.

Any ideas what the cause of this can be? Oh and the customer has this behavior on all his computers.

Start, Run and enter %SystemRoot%\Inf
Find the file srchasst.inf
Right-click, Install
 
I don't find the file in his folder. The customer has a windows 2000 machine. I do find it on my machine, but I have a Windows XP. Is it different for windows 2000?
