Scrolling text over Images...

I used to know how to do this with micosoft frontpage, but have been away for some time now. I just got dreamweaver and need to know how to have a scrolling text box with a transparent backround over an image....similar to this

They're using iframes. You can do it the same way. Or search this forum and the HTML forum for: scroll text box for another way.
