Scrolling in Windows flickers 1

Scrolling in Windows flickers, it use to be a smooth and fast motion. This is Dell maybe 2 years old with XP and a flat screen. Any help with this will be grealty appreciated.

See if it happens in Safe mode.
If not, then do a clean boot to find the cause:

If it happens in Safe mode, then update your AV program, and do a virus search.
Also, run Ad-aware, Spybot, and CWShredder to remove any spyware.

Did anyone change the settings in System Properties > Advanced > Settings?

I am hoping to get to the PC tomorrow and try these things, could things have been changed, its my girlfriends 20 year old son. Thanks for the tips and keep them comming, I will update you soon on what worked.
