scrolling frame?

I am building a personal website/gallery and have a q. I have 2 frames on my page. One at the top with the nav bar in it and the other is blank at the moment. I would like the links on the nav bar to appear in the bottom frame(which I got to work) and to scroll if they are large. I can't get the page to scroll. I know its something simple I am over looking but its driving me nuts lol. Any help would be great! thank you all in advance!
 
I guess you need to add enough content to force the scroll bar to appear. The secret of life is honesty and fair dealing. If you can fake that, you've got it made.

Scrolling="auto" will make it so if the window is big enough it will automatically show a scroll bar.
 
Thank you guys for all your help!!!!!!!! Now if only designing the rest of my site would be so easy [lol]
