my volume is on high and will not turn down. Also when I try to click on something in programs it runs up and down and I can't get it to stop. Please help me. I have a dell laptop and have windows vista.

scroll on start menu and volume will not turn turn down

With so little to go on the only thing I can suggest is:
For the scrolling: Try a different mouse? Make sure the arrow keys on your keyboard aren't stuck. Try a different keyboard.
For the Volume: what happens when you click on the sound icon in the system tray?
Does this happen in Safe mode?
Do your speakers have a volume knob?
Perhaps going into Control Panel, and Sound icon anything you can do there?

It is also doing it without the mouse, when using the laptop pad, when i click on volume it just flutters up and down then goes back to top of volume. when i click on start menu and try to scroll down to click on a program it goes crazy up and down and I can't click on it. also won't let me do pull downs I have a dell sperion 15 laptop with windows vista.
sorry, missed the part where you said it was a laptop.
Does it do it in safe mode? If it does, then it may be a hardware issue.
If it doesn't do it in safe mode, you may be able to turn off the track pad from there.
If still does it in safe mode, then its pretty much down to a hardware issue, and you may need to take it in to be looked at.
Does your pad have a scroll area? Some laptops, I know mine does this and its quite annoying, have a scroll area of the pad that if touched initiates scrolling. If you place your palm over it, it may seem like its jumping around. Once deactivated it no longer does it.
