Scroll Bars

The scroll bars in one of my applications compiled in VFP 7 are not showing during runtime. They appear at design time, and they appear and operate fine on grids in the same app, but they are not even visible in the edit boxes when the program is running. The user could still page down to view run off text in the box, but of course this is not acceptable to her. Any ideas?
