Scroll Bar Appearance Only When Needed

I am very new to programming and VB.net. I have multi-line text boxes and have their properties set to have a vertical scroll bar. The scroll bar appears in the box even without text in it. Is there a way to only have the scroll bar appear when the box is full and the bar is first needed? Is there syntax for this, or can I set it in the properties for the text box?

Thanks for any help.
