When your trunk is up (in SSA) that only means that the IVRIP packages are received in the system that shows up on the trunk
if both sides show up then it should work.
When in doubt reboot the satellite system and try again, if that fails as well then reboot the main system.
If that fails delete the trunks, reboot and recreate with a reboot
You can tell if it gets any information if it tries to occupy the trunk when you dial an extension from the other side, if you only get wave off then they don't exchange user information which they usually request after a reboot
