Scan Disk will not run with Norton

I have Norton 7.0 installed on Win 98. If I try to run ScanDisk the norton will not let the ScanDisk complete and ScanDisk will keep restarting. I also have times where the disk defragmenter does the same thing. I was wondering if there is a way to do this without disableing Norton?
 
Why would you want Norton running when trying to scandisk or defrag? They won't run properly and will constantly restart if other programs are running in the background and writing to the disk. You can either ctrl + alt + del and 'end task' on all but Explorer and System Tray or just run them from safe mode. Running defrag and scan disk in safe mode is the best way to do it because nothing should be running that will interfere with them and cause them to restart. Also turn off your screen saver as it will also interfere.
 
Right-click on the icons in the tray area and choose "exit" or "close".

Then tap the Alt_Ctl_Del keys and end task on all items except for explorer and systray. That means Norton too!

Then run scandisk, then defrag.

in addition to close all running progs, try setting a max/min (the same number..try 256)in the virtual memory.R Click My Computer>Properties>Performance>Virtual Memory. The reason is that scandisk writes to virtual memory and therefore changes the disk so it restarts, etc, etc...
