Scan disk runs on reboot

I have a machine that scan disk runs every reboot or shutdown performed. When you do let scan disk run, the error "Disk write error, unable to write to drive c. Files may be lost." Is there a way to correct this or is the hard drive just bad?
 
go into safe mode and run scandisk. make sure "automatically fix errors" is checked. also make sure that "thorough" is checked.

if that doesn't work try finding norton system works and run "norton disk doctor".
 
Its possible scandisk could be referenced in your startup folder or autoexec.bat file. That would cause it to run everytime
