Quite a few years ago I worked with SBT's VisionPoint package so my information may be dated and may or may not be applicable. (It is worth every penny you paid for it )
The Notes info was stored within one of the Memo files associated with the individual customer's records.
As is recommended above you could contact AccPac for more current info.
Also as has been recommended you could cycle through the individual tables.
But my approach would be to go into SBT and find a unique text string contained within one customer's Notes. Something that is distinguishable from other info (something like: REFUSES TO PAY, or such).
Then I would use the Windows Search (or Find) tool. Point the search engine to the SBT data directory, put *.* into the Search For Files and Folders Named: window. Now enter the unique text into the Containing Text: window.
Most likely the search will tell you which file contains the text string. Now, if as suspected, that file is a Memo file than you will need to get data from its associated DBF file and assume that ACT will know how to pick out the Notes portion as well as the other data.
Good Luck,
