same email arrives multiple times

We are setup on exchange 2003 server. One employee has this issue with her email that some emails come more than 1 time in her email inbox.
She is setup on outlook-2003, POP3

Could anybody help me with this.

I've seen problems like this, and each time it turned out to be Rules users have setup. Either the sending or receiving user has a stupid Rule that forwards or something, which makes the email appear multiple times in their inbox.

Well I think this is not the issue because if I change the email account setup on outlook on that client computer from pop3 to exchange account then she does not get multiple emails.

In the pop3 account setup, do they leave a copy of the message on the server?
 
Does the e-mail in question have a large attachement?
If so, the problem may be that the Client is not allowing the e-mail to download completely. That is, the session is terminated before the POP server receives an acknowledgement from the Client that the message has been received. This will prevent the POP mail server from "releasing" the message, and it will keep it marked as "delivarable". The next time the Client connects, the whole process begins all over again.

 
Check the size of the user's mailbox
if it's reach 1.87 Gb or over then it's full
you need to find another solution; possibly clean out the deleted items, old emails etc.
