That log file is used for keeping track of changes done to your SAM database. The log is always in use. It uses the same procedure as SQL and Exchange server. I may be corrected but I think it's call Jet engine. Basically, before the changes are commited to the database, they are stored in the .LOG file. You might be able to pull it off of a restore from a system state (Arcserve) and view it.. but it's not your typical log file. I don't think it would be very legible... but I could be wrong.
