Safe mode locks up

I am using Windows XP Pro. I recently was trying to setup passwords on my user accounts. The pc only had an admin account and a guest. I setup myself as a user with a password and noticed that the admin account did not have a password enabled so i set one up. I then proceeded to reboot but during the reboot i noticed that a program was running. I selected end now. Not sure if this was saving data the the admin password file while it was shutting now but then it rebooted and said windows is starting up and stayed that way forever. I then went into safe mode and the mouse and keyboard do not work (frozen). I even tried to install this drive as a secondary and copy the admin folder from another drive over this but im getting access denied. Please advise.
 
Have you tried rebooting and selecting the option for "Last known good configuration"? That helps sometimes with issues like this.

How to install and use the Recovery Console in Windows XP

If you have no access from Safe Mode try the Recovery Console, perhaps running ChkDsk /r will fix things for you?

An easy to follow recovery console description when unable to start computer due to corrupt registry.

This is a layman's version of Q307545 in simple language.

If they don't work you could try repairing windows by running it over itself. You will lose all your windows updates but your files will be untouched.
