S8300 LSP 2.0.1 Rejecting Ip Phone Registrations

Hello,
I figure i would put this out here.
I have an S8700 2.0.1 with an LSP. The LSP is registered and running, with full translations. When the LSP kicks on, the phones will not register. the trace shows the following (list trace ras ip of the phone trying to re-register)172.31.28.2=phone 172.31.29.1=phone

20:30:41 denial event 2040: ? endpt 172.31.29.1 data0:0x8a2d

the denial event is due to there not being available resources for the signaling connection. The lsp uses a different license than the S8700.. do the features match?
