I thouhg 7 has the option, much like the previous OS, to run a none compatible application in an XP mode. But how do I install the program in the first place?
If you are talking about Virtual PC for Windows 7 with "XP Mode" then it is an available download from Microsoft. It is free but your processor must be suitable to run the Virtual Machine.

Thanks for your reply. I am playing with windows 7 and I have a few applications that i would love to make them work. Any advice for windows 7 and how legacy application can be implemented to run under 7?
linney has given you several useful links to assist you with troubleshooting application compatibility in Windows 7. "Compatibility Mode" still exists in Windows 7 as it has in previous versions of Windows. Right-click the executable file or program shortcut and select 'Properties'. In the Properties for the application or executable select the 'Compatibility' tab. Here is where you will find the "Compatibility mode" options. Also if use "Help and Support" and search the word "compatibility", you will have several help topics returned that can assist you with using the compatibility options in Windows 7. If you are still having issues installing and running the applications directly in Windows 7, Microsoft has enabled to the "XP Mode" feature to help with running legacy applications. "XP Mode" allows you to run a virtualized Windows XP environment within Windows 7. linney has provided the links to the download, but you will need to make sure your system hardware is capable of running "XP Mode". I've tried a few things but the problem I am facing is the application will not install in the first place and so there is no option to right click on the executable to modify the parameters for XP mode. My only option at this point is to install virtual machine which was a last resort for me as it is not for everyone. My environment is perhaps different and certain things needs to be made idiot proofe.

Have you tried setting Compatibility Mode on the actual Setup.exe, or .msi file, that is a step taken before you even you get to the program being fully installed in Windows 7?
You don't say what program you are trying to install?
I haven't found anything that won't install though I have had problems getting a couple of things to run, at this point I Have everything working.
Maybe if you said what it is and how old the software is it would help. If this is software you need to use the solution may be to get a more current version update.
