Running a 16 bit program in win 2003 server

Our company is implementing a ticketing system called 'remedy' which unfortunately requires the installation of a program which is 16 bit.

Whenever I try to install the program I get the error

NTVDM encountered a hard error

FRom looking at the web this seems to be due to the setup program being 16 bit.
I have looked under
Computer Configuration\Windows Components\Application
Compatibility\ Prevent Access to 16 bit Applications - Not Configured

User Configuration\Windows Components\Application
Compatibility\ Prevent Access to 16 bit Applications - Not Configured

But even disabling these does not help and I still get the error

The error gives the option to close or ignore, but if I click ignore the program does not function properly when I run it giving a

cannot establish a network connection to the AR System server:remedy

error instead of connecting. This I assume is du to the setup not running completely.

Can anyone advise a solution to running the setup without getting the error.

I forgot to say. It is win 2003 server service pack 1 that I am running
